According to the Local Content Agency Act, every employer must have a training and/capacity-building plan for semi-skilled and unskilled employees as a key prerequisite for registration with the agency. to achieve this goal, the agency through the directorate of employment, training and skills transfer will monitor companies and all other employment agencies to ensure that Sierra Leoneans who are employed by them benefit from training and knowledge transfer opportunities especially from expatriates to locals. The agency will monitor the transition of roles to the citizens by these expatriates within the stipulated time.
