1. Program Description
The Local Content Compliance, Monitoring, and Reporting Program (LCCMRP) ensures that companies operating in Sierra Leone comply with the Local Content Agency Act 2016 by prioritizing the employment of Sierra Leoneans, sourcing from local businesses, and fostering skills development. This program conducts audits, enforces regulations, and evaluates the performance of industries through structured compliance monitoring and reporting mechanisms.
2. Objectives
- To ensure adherence to the Local Content Agency Act 2016 across all relevant sectors.
- To conduct audits and assessments to measure companies’ compliance with local content requirements.
- To develop and maintain a Local Content Scorecard and Reporting System for performance tracking.
- To monitor procurement practices and employment trends to promote Sierra Leonean participation.
- To enforce penalties and corrective actions against non-compliant entities.
3. Scope
The program operates across industries such as mining, petroleum, construction, manufacturing, agriculture, aviation, and maritime to ensure compliance with local content policies. It collaborates with regulatory bodies, private sector companies, government ministries, and international partners to ensure effective implementation and enforcement.
4. Key Activities
- Local Content Audits and Inspections – Conducting periodic reviews of companies’ compliance with local employment and procurement requirements.
- Local Content Scorecard and Reporting System – Implementing a structured framework for tracking and evaluating industry performance.
- Supermarket and Retail Monitoring – Ensuring that supermarkets and retail outlets stock a required percentage of Made in Sierra Leone products.
- Stakeholder Engagement and Advisory Support – Providing guidance to businesses on improving local content compliance.
- Enforcement Actions and Compliance Reporting – Issuing reports, recommendations, and corrective measures for non-compliant entities.
- Capacity Building for Compliance Officers – Training regulatory personnel on best practices in monitoring and enforcement.
